Nope, you need the mods folder. If you do have installed the game from the original discs or an authorized download version it should have created the mods folder as well.
Try this:
1. Copy the following path without the quotes: "%userprofile%\my documents\electronic arts\the sims 4"
2. Open your windows start menu
3. Paste the path into the search bar and press enter
Now a Windows Explorer window should open showing you the content of "The Sims 4" folder under your "My Documents" path. There should be a folder mods and within it a file named Resource.cfg in the folder. If this is not the case but the Sims 4 folder exist just create the mods folder yourself and copy the extracted file (Resource.cfg) from the zip I attached to this post into it. This will now be your folder where you install the extracted package files (mods) to.
