Yes, and that is exactly what it is supposed to do! You should read the opening post more carefully, it explains exactly how it works and what you need!

When I go to create household it just shows the bra and underwear.

You must have installed it wrong. This is an easy mod that exactly works as described in the opening post when installed and used correctly and as long as it does not conflict with any other mod from any third party.

downloaded your mod its not working I followed the instructions but did nothing in my game cant remove clothing
